Every authenticated Relay member may use the protected global queue for deliberate Manual Process jobs. Viewer accounts are limited to this one controlled write action. This engine can never run Publishing Autopilot.

OpenAI API key manager
Use one named key deliberately, or let Auto Switch continue through enabled keys when a project has no quota, rejects its key, cannot access the model, or is temporarily rate-limited.
Per-key access checkFree and paid projects can expose different models and limits. “Refresh models” reads that key's current model list; “Test” sends a tiny real Responses request to verify the selected model and may use a few tokens.
